A Case Study on Dutch Labour Market Flexibility and Social Protection System Focusing on the ¡®pro rata temporis-principle¡¯

Abstract

|
This study aims to derive policy implications for Korea from the case of the Netherlands which formed a flexicurity model with combining flexible working hours and corresponding social security system. To do this, we explored the meaning of the flexible working hours based on the part-time work in the Netherlands and analysed how the accordance between the part-time labour market and Dutch social security systems including unemployment insurance, care leave, and ALMPs. Analysis showed that part-time workers in the Netherlands have the option to adjust working hours and most part-time jobs are guaranteed employment security. Furthermore, Dutch social security systems of for working-age populations are coordinated for the part-time economy. The unemployment is defined by working hour reduction; unemployment benefits and care leave are given by time. Youths who are getting VETs can work part-time simultaneously and well-developed employment assistance programs support job matching for labour market outsiders. This part-time friendly social security system is supporting the operations of the pro rata-temporis principle in the Netherlands. The Case of Dutch flexicurity model suggests us that the time-based redesign of the social security system is critical in the discussion for working hours flexibility in Korea.
